People here pronounce step /a/, instead of ㄟ

Initially, I have no idea the differences between step account and saving account.
I used my prio knowledge to guess:
I cannot move money at random when i put money in saving account.

Well, I am not sure.
But I am happy that there is no difficulty for me to communicate with bank cashier.
